The consortium is represented by Bremen MoJ from Germany, IPS_Innovative Prison Systems and BSAFE LAB of UBI University from Portugal, CPIP – Center for Promoting Lifelong Learning from Romania, Athens Lifelong Learning Institute from Greece, New Bulgarian University from Bulgaria, and ICPA The International Corrections and Prisons Association, operating at European level.
The AWARE project is comprised of a set of strategic partners who have realised that in order to succeed in raising awareness about the (ex) prisoners' mental health needs and to promote the integration of statutory, corporate and third sector services, the partnership should be representative.
Therefore, this partnership brings together legal professions from the statutory, not-for-profit, as well as academic and advisory sectors, along with mental health academics, specialised adult trainers and lifelong learning professionals.
The partnership represents civil societies from six European Union Member States, with diverse economic and social backgrounds, supported by an international human rights organisation with an extensive support at the European level.
After further analysis and reflection, the partnership wanted to ensure that both prison and social and mental health services were fully represented, so the partnership was broadened to include this knowledge.

From Germany, the lead applicant is the Ministry of Justice in Bremen working with Bremen Prison as Associate Partner. Housed in the ministry, their department can access policy level dissemination platforms both regionally and nationally in Germany, and on a European level. Bremen MoJ’s team has excellent project implementation skills, and have their mission supported and resourced by their ministerial colleagues. Bremen MoJ will lead the project management and implementation and will support dissemination activities.
From Portugal, a combination of the expertise of IPS_Innovative Prison Systems, a specialised justice consultancy firm and B-SAFE LAB, a security-focused knowledge transfer unit of the University of Beira Interior. The IPS team have a decade of expertise in policy advisory, strategic consulting, training, e-learning consultancy and development of information technologies for probation and correctional systems. IPS develops integrated projects, supporting change management in complex organizations. They are perfectly positioned to develop a cross-sectoral Community of Practice (IO1).
The University of Beira Interior (UBI) is one of the most recent public universities in Portugal but it is also a landmark institution in the educational, research, innovation, entrepreneurship and engineering and health-related fields. Their mission is to "Promote high-level qualification, production, transmission, critique and dissemination of knowledge, culture, science and technology, through study, teaching and research". Considering all the expertise, the background and experience of the members of the UBI team, it is considered that UBI will contribute to the achievement of the objectives intended with AWARE’s project and will potentiate the success and the outcomes attained with it.
CPIP will liaise closely with the Romanian Prison Services as a piloting prison. CPIP has participated in several projects related to social inclusion, particularly in CJS and has an ongoing cooperation contract with National Administration of Penitentiaries. Some of the more relevant projects from which CPIP’s expertise will contribute to AWARE’s added value include: FRAME GANG (www.framegang.org), DIACEN (www.diacen.eu), EIGEP and Creating MAP. CPIP will be the leading partner responsible for developing the training material component and will have a strategic position in project dissemination as is actively participating in EU Networks, being the most relevant for this project the EU Association for the Education of Adults (EAEA); EU Prison Education Association (EPEA).
From Greece, the Athens Lifelong Learning Institute is a research and education institute with the mission to foster and enhance innovation processes mainly in the areas of education and lifelong learning, knowledge society, social inclusion, human capital development and labour markets in Greece and in Europe. They represent a rather unique integration of multidisciplinary expertise and innovative thinking drawing on a comprehensive and diverse knowledge base combining research methods and their application, network development and implementation, policy analysis and valorisation of innovative practices. They have an active interest in a number of social issues such as social inclusion of disadvantaged groups, discrimination and suppression of human rights and has attempted through the implementation of innovative learning methodologies to moderate their impact.
From Bulgaria, New Bulgarian University (NBU), established in 1991 is an accredited partner of the Open University UK. They have bachelors and master’s programmes in the fields of social work, law, criminology, psychology, sociology and has academics with interests and expertise in the penitentiary policies. Dr Rumen Petrov, Senior Lecturer at NBU, has studied mental health care in Bulgarian prisons within the EUROPRIS project (Central Institute of Mental Health, Mannheim, Germany, 2007). Since 2013, he has established himself as one of the pioneers of restorative justice in Bulgaria. Through his lasting collaboration with Bulgarian Judges Association, The Prison Fellowship Bulgaria and other related NGO’s, he is contributing to the national judicial reform with focus on reducing penitentiary drive in criminal law, juvenile justice reform, community courts development and mediation in family disputes.
ICPA is an NGO representing a membership based in over 80 countries around the world dedicated to improving global understanding and professionalism in the corrections and prisons sector. ICPA is a highly effective and efficient way of coordinating international contacts on issues of penology and criminal justice as it has strong links with key players at senior levels in all the continents. The Association holds an annual conference, attended by some 350 delegates, and is also organizing regional Conferences in Europe, Asia, Africa and Latin/South America exploring issues unique to these parts of the world. ICPA is, therefore, fully equipped to lead the dissemination and exploitation of AWARE’s outcomes.
